What do i do when i dont have the sms feature but i do have free text messaging...is there a way that i could recieve the ringtone in a text message instead of a picture text message

if you want to recieve the ringtone as a text message, you can probably select "nokia sms" or "motorola sms" before you click send for the ringtone.
Make sure you preview it first to make sure you like it. They will be monophonic, and monophonic ringtones are not as nice as polyphonic ringtones.
In your case, if you have the Motorola v551, I recommend you use "wap/internet" setting and send full polyphonic and audiotone ringtones to your phone. Sending ringtones via sms is really only for older phones and the ringtones do not sound very nice.
