Because you can only send a very small amout of data using SMS. On the other hand, the ringtones delivered to Internet capable phones can be much more complicated and sound much better. They even include vibration.
Unfortunately, phones with no Internet capability (like TracFone and Net10) can only receive "nokia sms" or "motorola sms" ringtones and these have to be monophonic (only one note at a time).
