To get the user created ringtones and pictures sent to your phone for free, just click the phone icon under the picture or ringtone.
Internet charges are between you and your phone provider. Some plans give unlimited internet but even a bad plan doesn't usually cost much. Best bet is to call your carrier and see what it charges for internet usage (most ringtones here are arountd 50kb to 100kb in size)- or you can try a couple and then see what the internet charges are.
